รายละเอียดและหลักเกณฑ์การประกวดมีดังนี้
1.หัวข้อการประกวด
“ความยั่งยืน”
ถ่ายทอดเรื่องราวผ่านภาพยนตร์สั้นที่สะท้อนแนวคิดเรื่องความยั่งยืน ในทุกมิติ ไม่ว่าจะเป็นสิ่งแวดล้อม สังคม วัฒนธรรม เศรษฐกิจชุมชน ความสัมพันธ์ ความรัก และสันติภาพของผู้คน หรือคุณภาพชีวิต โดยเปิดโอกาสให้ผู้เข้าประกวดสามารถถ่ายทำได้ในทุกพื้นที่ และเล่าเรื่องจากมุมมองที่หลากหลาย เพื่อส่งต่อแรงบันดาลใจในการสร้างโลกที่น่าอยู่ อบอุ่น สงบสุข และยั่งยืนสำหรับทุกคน
2. คุณสมบัติของผู้ส่งภาพยนตร์สั้นเข้าประกวด
บุคคลทั่วไป ไม่จำกัดเพศ ไม่จำกัดอายุ วุฒิการศึกษาและสัญชาติ สามารถส่งผลงานในลักษณะบุคคล หรือรูปแบบทีมก็ได้ ยกเว้นบุคคลหรือคณะทำงานที่เกี่ยวข้องกับการประกวดและคณะกรรมการตัดสินห้ามส่งเข้าประกวด
***หมายเหตุ *1 ทีม ส่งได้ 1 เรื่อง และรายชื่อสมาชิกในทีมห้ามมีชื่อซ้ำกับทีมอื่น *ภาพยนตร์สั้นประเภทเสียงภาษาไทยหรือประเภทเสียงภาษาต่างประเทศ ผู้สมัครจะเป็นสัญชาติใดก็ได้
3. หลักเกณฑ์การประกวด
การประกวดจัดแบ่งการประกวดออกเป็น 3 รอบ ดังนี้
3.1 The first round of the competition will be based on the synopsis.
3.1.1 Selection Round: Applicants must submit a title and plot summary no longer than one A4 page. There are no restrictions on presentation method or filming techniques. The committee will select the entries that advance to the next round; entries that do not pass the selection process will be eliminated and will not be eligible to compete in the next round.
3.1.2 The submitted work must not be a reproduction, modification, or previous use for any other purpose, and must not have been previously published or received any awards. If this is discovered, the organizers reserve the right to disqualify the participant immediately.
3.1.3 The organizers reserve the right not to return submitted entries.
3.1.4 การส่งเรื่องย่อเข้าประกวด ให้ส่งไฟล์ในรูปแบบไฟล์ PDF โดยตรวจสอบไฟล์ให้เรียบร้อยและถูกต้อง หากเกิดข้อผิดพลาดหรือไฟล์เสียหายคณะผู้จัดงานจะไม่รับผิดชอบในความเสียหาย
เขียนหัวข้อว่า “ส่งผลงานเข้าร่วมประกวดภาพยนตร์สั้น ความยั่งยืน รอบคัดเลือกรอบที่ 1 ”
3.1.5 The judging committee reserves the right to disqualify any contestant immediately, without explanation, if it is found that they have not complied with the rules and regulations, or have plagiarized/infringed on the copyright of others. The contest organizers shall not be held liable in any way for copyright infringement.
3.1.6 ผลงานที่ได้รับรางวัลที่ 1 ถึง 3 ถือเป็นลิขสิทธิ์ขององค์การบริหารการพัฒนาพื้นที่พิเศษเพื่อการท่องเที่ยวอย่างยั่งยืน (องค์การมหาชน)
3.1.7 องค์การบริหารการพัฒนาพื้นที่พิเศษเพื่อการท่องเที่ยวอย่างยั่งยืน (องค์การมหาชน) ขอสงวนสิทธิ์ในการเปลี่ยนแปลงรายละเอียดและเงื่อนไขต่างๆ ของการประกวด โดยไม่จำเป็นต้องแจ้งให้ทราบล่วงหน้า และขอสงวนสิทธิ์ในการพิจารณาความเหมาะสมของเนื้อหาก่อนเผยแพร่ สู่สาธารณะ
3.1.8 The committee's decision shall be final.
3.2 The second round of the competition.
3.2.1 Contestants who pass the preliminary round will be eligible to compete in the second round, where they must produce a short film that aligns with the synopsis and adheres to the specified content framework.
3.2.2 เนื้อหาหนังสั้น มีความยาวไม่ต่ำกว่า 5 นาที แต่ไม่เกิน 10 นาที (รวมไตเติ้ลของโครงการตอนเริ่มต้นผลงานและเครดิตปิดท้าย) โดยสามารถถ่ายทำได้ในทุกพื้นที่ เครดิตหัวหรือท้ายผลงาน ต้องใส่ตราสัญลักษณ์ขององค์การบริหารการพัฒนาพื้นที่พิเศษเพื่อการท่องเที่ยวอย่างยั่งยืน (องค์การมหาชน)
3.2.3 The content in short films must not contain any political references or cause any conflict, and must not be considered disrespectful to the nation, religion, or the monarchy. It must not use language that is insulting, demeaning, sarcastic, or that incites social division. Furthermore, it must not violate any customs, traditions, morals, ethics, or religious principles. If a regional dialect is used, Thai subtitles must be provided.
3.2.4 The submitted work must not be a reproduction, modification, or previous use for any other purpose, and must not have been previously published or received any awards. If this is discovered, the organizers reserve the right to disqualify the participant immediately.
3.2.5 The organizers reserve the right not to return submitted entries.
3.2.6 Submission of short films for the competition: Files must be submitted in MP4 format, either Full HD (1920x1080, 16:9 aspect ratio) or 2K (2048x1152, 16:9 aspect ratio). Please ensure the files are complete and correct. The organizers will not be responsible for any errors or file damage.
3.2.7 The judging committee reserves the right to disqualify any contestant immediately, without providing any explanation, if it is found that they have not complied with the rules and regulations, or have plagiarized/infringed on the copyright of others. The contest organizers shall not be held liable in any way for any copyright infringement.
3.2.8 ผลงานที่ได้รับรางวัลที่ 1 ถึง 3 ถือเป็นลิขสิทธิ์ขององค์การบริหารการพัฒนาพื้นที่พิเศษเพื่อการท่องเที่ยวอย่างยั่งยืน (องค์การมหาชน)
3.2.9 องค์การบริหารการพัฒนาพื้นที่พิเศษเพื่อการท่องเที่ยวอย่างยั่งยืน (องค์การมหาชน) ขอสงวนสิทธิ์ในการเปลี่ยนแปลงรายละเอียดและเงื่อนไขต่างๆ ของการประกวด โดยไม่จำเป็นต้องแจ้งให้ทราบล่วงหน้า และขอสงวนสิทธิ์ในการพิจารณาความเหมาะสมของเนื้อหาก่อนเผยแพร่ สู่สาธารณะ
3.2.10 The judging committee will select 10-12 teams to advance to the next round. The committee's decision is final.
3.3 The final competition.
3.3.1 ผู้ประกวดที่ผ่านการประกวดจำนวนไม่น้อยกว่า 20 ทีม จะได้สิทธิ์เข้าประกวดในรอบชิงชนะเลิศและได้เข้าร่วมในวันตัดสินผลงานชนะเลิศ โดยจะต้องผลิตหนังสั้นตามกรอบของเนื้อหาที่กำหนด หรือแก้ไขผลงานเดิมที่เคยส่งมา แล้วแต่ความต้องการของผู้เข้าประกวด โดยแต่ละทีมจะได้ที่ปรึกษาเป็นผู้กำกับที่มีประสบการณ์ในการผลิตภาพยนตร์
3.3.2 เนื้อหาหนังสั้น มีความยาวไม่ต่ำกว่า 5 นาที แต่ไม่เกิน 10 นาที (รวมไตเติ้ลของโครงการตอนเริ่มต้นผลงานและเครดิตปิดท้าย) โดยสามารถถ่ายทำได้ในทุกพื้นที่ เครดิตท้ายผลงานต้องมีโลโก้ขององค์การบริหารการพัฒนาพื้นที่พิเศษเพื่อการท่องเที่ยวอย่างยั่งยืน (องค์การมหาชน)

4. เกณฑ์การพิจารณาผลงาน
4.1 Criteria for judging the preliminary round of the competition.
การตัดสินการประกวดรอบคัดเลือก พิจารณาจาก ชื่อเรื่อง และ เรื่องย่อ (Plot) ความสอดคล้องกับหัวข้อการประกวด และความถูกต้องเหมาะสมของเนื้อหา ซึ่งคณะกรรมการจะคัดเลือกด้วยวิธีการให้ ผ่าน หรือไม่ผ่าน โดยมีจำนวนทีมที่เข้ารอบตามที่คณะกรรมการกำหนด
4.2 Criteria for the second round of the competition.
การตัดสินการประกวดรอบที่ 2 หาผู้เข้ารอบถัดไป โดยการประชุมตัดสินหาผู้ชนะการประกวด ของคณะกรรมการตัดสิน ใช้หลักเกณฑ์ผ่าน หรือไม่ผ่าน โดยมีจำนวนทีมที่เข้ารอบตามที่คณะกรรมการกำหนดจำนวน 20 ทีม
4.3 Criteria for judging the final round of the competition.
การตัดสินการประกวดรอบที่ 3 รอบตัดสินหาผู้ชนะการประกวด โดยการประชุมตัดสินหาผู้ชนะการประกวด โดยใช้วิธีการคัดเลือกลำดับ 1-3 และรางวัลชมเชย หากไม่สามารถตัดสินได้คณะกรรมการจะใช้วิธีการอภิปายหาข้อสรุปจนกว่าจะได้ผลการตัดสินเป็นที่สิ้นสุด
5. รางวัลการประกวด
5.1 แบ่งการประกวดออกเป็น 2 ประเภท

รางวัลชนะเลิศ จำนวน 50,000 บาท พร้อมโล่และเกียรติบัตร
รางวัลรองชนะเลิศอันดับ 1 จำนวน 30,000 บาท พร้อมโล่และเกียรติบัตร
รางวัลรองชนะเลิศอันดับ 2 จำนวน 20,000 บาท พร้อมโล่และเกียรติบัตร
5.2.2 ประเภทภาพยนตร์สั้นเสียงภาษาต่างประเทศ
รางวัลชนะเลิศ จำนวน 50,000 บาท พร้อมโล่และเกียรติบัตร
รางวัลรองชนะเลิศอันดับ 1 จำนวน 30,000 บาท พร้อมโล่และเกียรติบัตร
รางวัลรองชนะเลิศอันดับ 2 จำนวน 20,000 บาท พร้อมโล่และเกียรติบัตร
รางวัลชมเชย จำนวน 14 รางวัล รางวัลละ 10,000 บาท พร้อมเกียรติบัตร
รวมทั้งสิ้น 20 รางวัล คิดเป็นมูลค่าทั้งหมด 340,000 บาท
6. การสมัครและการจัดส่งผลงาน
