
On February 28, 2025, Pattaya City, in collaboration with the Office of the Public Sector Development Commission (OPDC), organized the Public Sector Innovation Laboratory (Step 1: Empathize) activity to drive innovation in the one-stop service center for the film industry in Pattaya City. Mr. Parames Ngampicheth, Mayor of Pattaya City, presided over the opening ceremony at Healthland Resort and Spa, Chonburi Province.

Pattaya City integrates collaborative efforts to drive the creative city sector in film under the project to develop innovative government service (OSS) Soft Power in the film sector, aiming to drive innovation in one-stop service centers for film.
Pattaya City, aiming to become a Creative City of Film by 2027, has established a “Government Innovation Lab” using the Design Thinking process. Today’s activity focuses on Step 1: mpathize, identifying the procedures and stakeholders involved in the current film production approval and permit process in three pilot areas of Pattaya.

This includes listening to and gathering issues from internal and external agencies, as well as conducting workshops to move forward effectively.
Pattaya Mayor, Mr. Parames Wernery, expressed his gratitude to all sectors—government, private, and the public—for their integrated efforts in driving Pattaya's development as a Creative City in the film sector. This aligns with the policy, direction, and goals of making Pattaya a Creative City in the film industry through creative tourism and its integration into the UNESCO Creative Cities Network in the film category. The aim is to build soft power through entertainment media, propel Pattaya into a global film industry hub, create jobs, generate income, and enhance its potential as a tourist destination.![]()
