Thirteen partner networks are pushing for Pattaya's UNESCO Creative City status, laying out a roadmap to develop it into a film industry hub.

On May 31, 2022, 13 partner organizations signed a Memorandum of Understanding (MOU) at the Bangkok Art and Culture Centre to “Drive Pattaya towards becoming a UNESCO Creative City in Film and a film industry hub.” The participating organizations included: the Office of the Permanent Secretary of the Ministry of Culture; the Eastern Economic Corridor Policy Office; Pattaya City; the Department of Tourism; the Designated Areas for Sustainable Tourism Administration (DASTA); the Thailand Convention and Exhibition Bureau (TCEB); the Creative Economy Agency (CEA); the Thai Film Archive; Thammasat University; Burapha University; the Federation of National Film Associations; the Thai Animation and Computer Graphics Association; and the Thai Entertainment Media Professionals Network. Following the signing of this MOU, the 13 organizations will integrate their plans, establish a working group, and jointly develop a plan to propel Pattaya towards becoming a UNESCO Creative City in Film and a film industry center. This aims to stimulate investment in the area, create jobs, generate income for the community, and contribute to the national economy over a five-year collaboration period.
